In a letter to Salinas' Mayor Joe Gunter and the Salinas City Council, Salinas League of United Latin American Citizens (LULAC) described a video from council member Tony Villegas as "disturbing and racist".
LULAC, which is the largest and oldest Hispanic Organization in the country, described an incident that took place Friday on Facebook in the letter.
"Mr. Villegas was videotaped demeaning a group of Latino Salinas residents wherein he made racially charged remarks on Facebook Live: 'I guess its taco time,'" said the letter.
LULAC asked for the mayor and the city to formally discipline Villegas with a public censure at the minimum for his "racist actions."
When KSBW talked to Villegas about the incident he said he should've chosen his words differently.
"I probably could've, hindsight is 20-20, I probably could've used better words. I could've used dinner time," said Villegas.
"Such offensive behavior will not be tolerated by our community," LULAC said.
The letter also noted that Villegas had previously gained public attention for his unsavory behavior, referring to his 2019 online comments described a Salinas Union High School District trustee as a "Cockrocha".

I was in Salinas, CA many years ago.
Every time I went to a fast-food restaurant, like McDonalds or KFC, I would have to order in Spanish.
They only place I could use English was at, you guessed it, Taco Bell.
What race ARE tacos? And also, if they are associated with Mexicans (I’m not aware that tacos are big in Spain)
shouldn’t Mr. Villegas be able to talk about tacos all he wants?
Excuse me ... but isn’t Villegas a latino name?
“Excuse me ... but isnt Villegas a latino name?”
My thought, too - maybe he doesn’t pass their “papersack rule” on skin tone or doesn’t speak Spanish. Perhaps they have already got all the gringos cowed and are now reduced to calling out their own.
Must be one of those “white hispanics” I’ve heard about.
“Every time I went to a fast-food restaurant, like McDonalds or KFC, I would have to order in Spanish.”
Happened to me at a Whataburger in the 90s in McAllen TX - didn’t think of trying the reverse psychology route...
“hispanic” isn’t a race, it’s language cohort
Not even an ethnicity
Thanks nickcarraway. Wow, a Latino being racist by mentioning tacos? When will all this racism end? /sarc
My father worked at the Salinas Post Office many, many years ago, one of his co-workers was a black guy and he told my Dad when he retired he was going to put a taco on his car antenna and drive until he reached a place that didn’t recognize what it was. That would be where he’d retire.
He retired to Canada?
Microaggressions, oh my. Someone’s bagras are in a tizzy.
Not sure where he ended up, this almost 40 years ago.
