Let me address this point with the clarification of the term: "Gain-of-function" = the ability to weaponize the virus.

Now consider the detail: "Gain-of-function" waivers were issued under the Obama administration - hence, Trump's administration faced a significantly different situation.

Exactly. I watched 12 minutes of the vid. He said every administration will face recurring / known diseases as well as new, emerging diseases which could be mild or bad. It is practical and accurate.

This is ridiculous much ado about nothing.
