Back in the 1960s, George Wallace denounced foreign aid as giving money to Hottentots in Yugoslavia.
Klobuchar's paternal ancestry is Slovenian, and Slovenia used to be part of Yugoslavia. Since Hottentots (I think Khoisan is the PC term now) live in southern Africa, they can probably be called black. (I think the Hottentots and Bushmen are classified as a separate race from Black Africans, but who wants to quibble over that?) So maybe Klobuchar could be counted as a black woman.
