They are not counting that as 4 positives; they are counting that as “tests run”. Most states were already counting every test they ran, and so it looked like Virginia was not running as many tests. Now Virginia reports how many total tests they have run, AND how many different PEOPLE they have tested, so you can have both pieces of information.
But the “positive” results are still by people, not test.
What he’s telling us the numbers they are reporting are garbage.
Should be one case = one person
Almost all COVID-19 TESTS are paid by the taxpayer, Medicaid or Medicare. Do a FOIA in your state or to the feds asking for info on taxpayers paying for multiple tests.
What if you are tested today and clean. Then You walk away from the test and into the sneeze pattern of Coronavirus mist. Medical professionals should always make sure they are not spreading even when they don’t show symptoms.

Reading the article (and I grant the article is poorly worded) it seems to say the exact opposite of what you are saying.
This double counting is already happening in Florida. Nobody seems to care, too.
