Do you know if this clip is from Indonesia? We have had a terrible problem with this in Jakarta for the past few months. The police started summarily executing the perps and there have been few subsequently. ~150 metres up the road from my houise a little boy was grabbed by a punk on a motorbike. His mama screamed and half a dozen men jumped on their bikes to give chase. After about two kilometres the punk dropped the boy while still underway. The boy was hurt but survived.
