They have been relocating production for years due to unions, regulations, and other high costs in California. Georgia has become especially attractive to production companies with their tax incentives and dedicated Film Commission.
It seems like every third recent movie I watch is shot in Georgia. Then you have Canada and other off-shore nations providing incentives. I watch the ending credits and just saw a movie (forget) that all the production staff had foreign surnames.
Many countries have been building state of art studios for years. England being first and many others after. Hollywood brought this on themselves. Sorry for the low-level production folks, but they also get hired for Georgia productions. Watch the credits. The very end say where the film was shot.
Some films have been produced and filmed in Texas as well.
