Yes, it looked like the old guy moved his hand towards the cop's belt or gun, which is a no-no. The cops gave him a decent shove, but I think his advanced age contributed to the fall, as well.

I’m not sure what the police are supposed to do here. Doing nothing and pulling back seems to be the only safe course of action. In which case, there really isn’t any point to having police except for writing up reports. This would save quite a bit on training, uniforms, equipment, etc. </s>
