Older people do have various vascular/derm abnormalities which can result in skin ripping like tissue paper and profusely bleeding, but the fact that the man appeared unconscious should of prompted urgent attention and concern for skull fracture rather than a dozen police who could clearly see the bleeding walking over/past him. This is very well within the scope of basic first aid training to start calling for more advanced medical help.
