The guy in charge of that is the President, if the Guard is federalized.
It’s truly a classic coup in Washington this week.

Hotels are not government owned. They are either privately owned or corporate owned.
The mayor has no authority over private property unless there is illegal activity on the property.
This is akin to the mayor banning all cops from eating at McDonalds or banning all doctors from purchasing gasoline for their vehicles.
She is stupid, nuts or probably a mixture of both.
