This has been in the works for awhile. They're trying to prevent jumpers because the Golden Gate Bridge has literally become a suicide destination.
Problem is, the bridge was never designed for those sails, and the result is going to be disasterous.

That is EXACTLY what hit me when I read about slats and wind abatement. This additional lateral resistance not factored into the original engineering.
