I’ve never heard that! Can you provide details? (It certainly rings true, as does the recent episode of Park Service employees using an American flag as a toilet mop.)
The federal employees under Obama did it during one of the so-called government shutdowns over the budget. They stopped World War II and Korean war vets for coming to DC and seeing the monuments.
