You forgot to add maintenance to your list. The Soviets, and now the Russians are notorious for their neglect of preventive and periodic maintenance. You can build the best systems the World has ever seen, fail to maintain them though and they might as well be paper weights.

An addendum though that involves maintenance and supplies. I remember from the biography of the Soviet Pilot, Viktor Belenko, who defected with his MiG-25 Foxbat to Japan in the Ford Administration (1976). He talked about how the Soviets used high-proof alcohol for their aircraft because it could withstand Siberian cold temps. Heavy drinking Russians would dilute this down to useless to survive the hell that was the Soviet Enlisted Class. Oops!
