I think you might be on to something. With fewer street patrols, less reports will be taken. And so the statistics will improve.
(I am, of course, being satirical here. But the way things are going, NYC might do just that.)
And closed down both 911 and the general telephone service to police stations. If folks want a policeman, let them walk to the nearest station and request assistance, or take a taxi. Those actions will reduce the number of calls for the police, thus reducing crime.
