It certainly does! My ex wife's car was stolen. The cops wouldn't do a thing. It turned up abandoned (battery died) and we had to pay impound to get it back. I learned that a car thief has to be busted 5 times before they ever do any real time. Lesson: there's big money and job security in stealing cars.
