‘Modest’ and ‘demands’ aren’t normally found together in a sentence.

Their ‘modest demands’ are demands nonetheless and are tantamount to forfeiture.

For Shylock his demand for a pound of Antonio’s flesh was a ‘modest demand’.

Would Texas want an influx of Liberals flooding it with their insatiable needs for government services?

Contractually agreed upon.

The fact that the flesh would be from Antonio’s heart was of little consequence to no one other than Antonio who was contractually obligated.

Amazon has entered an implied contract with Seattle in locating there. Amazon will pay taxes as Seattle as a government sees fit. Seattle can negate the contract at anytime by relocating.

Seattle has become Shylock. Kshama Sawant will have her pound of flesh regardless of the consequences to Amazon or the city itself.
