If you sign up for twitter and give an email and phone number of some kind, at what point are you allowed to create your pseudonym? Do you do it from the very beginning or do you have a chance to set that up later with a fake picture?

How did Pierre Delecto create his?

You can use yahoo to create any number of e-mails. You do not have to use a phone number for twitter unless you get locked out. So theoretically you could have any number of twitter accounts. I have two. mostly by accident.

I did mine from the beginning, starting with a free email address (gmail or yahoo, or whatever), and I even associated the email with “Easy Street”.
Then I used that to sign up to Twitter. I’ve managed not to ever give them a phone number, Twitter is set up on a couple of my tablets, but never on my phone. Although it would surprise me if they did not have it somehow, anyway.

I think you can add other Twitter names to you or @xxxxxxxx Twitter account, or change the front part of your Twitter name and your picture at any time, but to change the @xxxxxxxxx part, you’ll need to make a new account.
