A totally free capitalist free market system allows for racism and all sorts of biases but eliminates the economic effects of it. Racist actions are disprofitable and companies and employers who hire or sell based on race must have higher costs and lower sales because they reduce the pool of customers and prospective employees. They will lose the competition with those who have not the biases. Biased attitudes price themselves out of the market.
A community is low on a Respect scale if common courtesy is withheld from large groups of people on account of their political attitudes.

A community rates low on the Information scale when the press, radio, and other channels of communication are controlled by only a few people and when citizens have to accept what they are told.

Government censorship is one form of control. The newspaper that breaks the government censorship rule can be suspended. It is also possible for newspapers and other lines of communication to be controlled by private interests...
