Sounds like he killed a cold case.plus he sexually assaulted an 11 year old girl who died in custody.

I was I. junior high school with the victim when this happened and never heard of it. Thats very strange
There is a good show on ABC which details how this is done(Genetic Detective). It has the woman who actually does the research, CeCe More. The DNA (unidentified) sample obtained by the police is sent to Parabon NanoLabs which finds traces of the DNA in people who have submitted their DNA for research (23 and Me, etc.) She then determines which persons/families had segments of that DNA to makeup the perps DNA, often going back 3-4 generations. Family trees are then assembled using basic research in marriage records, births, census, obits, etc. She is able to narrow it down to one individual or a set of brothers, from whom the police get DNA samples (discarded drink cups, cigarets, etc.) Once the match is made, it's a slam dunk.

I’ve read that they’ve now collected enough DNA through these novelty DNA sites, to pretty much solve 99% of cold cases where there is DNA evidence left at the scene. God does move in mysterious ways, by giving man the knowldedge which may ultimately lead to his downfall, he has given the gift to holld all these creeps accountable. The downfall is the fact that CRISPR technology is widely available, which allows anyone with a basic understanding of biology to engage in gene editing. More or less, the poor man’s nuke. Welsome to the brave new world.

Was it an exact DNA match to James Neal? Because these familial/genealogical searches may (probably usually) only provide a group of people who might be exact matches to the DNA from the crime scene, each of whom is then investigated by the police - even though most of them are completely innocent and know nothing about the crime. And being suspected of a serious crime, and being intensively interrogated and thoroughly investigated for that crime, a crime you didnt commit, is a harrowing experience - as Michael Usry discovered.
Furthermore, in Lindas case, the DNA sample was 45 years old, and so may have been degraded, in which case a full DNA profile would not have been possible, so you couldnt say with certainty that Neal was the perpetrator, not based on DNA alone.
