The Convention of States is written to cancel the call if the Convention goes outside the bounds of the call. If merely 2/3's of States making the call was sufficient it would have been called many times already. This means the conditions of the call are already an established precedent .

Article V is not some artificial construction outside the Constitution. It is the Constitution and was made for a time when power centralized in the District of Criminals . They failed to use it in time to stop the First Democrat-Republican War. We must not fail a second time.
