If the vote mailer is sent without a request, that is voting by mail. Absentees have to be requested.

By requesting, it is expected that the mailer arrives. If not by request, mailers that get lost or waylaid probably won’t be noticed.

Especially if the state has no significant history of complete vote by mail.

Someone pointed out that one of the Left Coast states, either Washington or Oregon, went to complete vote-by-mail.

Thereafter, the Democrat party in the state ceased to lose elections.
