He’s relieved.
No point fighting a losing battle being undermined by the so called leaders of the city.

Hell, the city has given up on the police...I don’t blame him one little bit...
That’s how I interpreted it.
Not only is he relieved, his conscience and moral compass are no longer under assault by a corrupt city and its thankless residents.

I can’t blame him. Why risk your neck for people who don’t appreciate it, won’t back you up, and will gladly throw you to the wolves at the first sign of trouble?
