Okay, I get that Q is saying the Feds are involved in the arson, domestic, coordinated fires, but what does this line mean? Something to do with the type of surveillance Feds ar using? Satellite? Something else?
Or the legal justification the Feds use to be able to 'surveil'?

Feds involved in the act of arson, or in the surveillance and arrest?
Cant expect state/local law enforcement to cooperate, maybe?

I assume it is covert surveillance justified by the interstate and international coordination.
