This could be a cgi string of multiple takes. It just have an unnatural feel and would appreciate some SERIOUS critique of this.
It seems designed for the low information voter. He says noting. Looks FDRish for the senile who think coffee is still 5 cents. does jill biden think this cgi will make her the new elenor rosevelt?
I don’t think it’s any sort of CGI, but he does appear to be a little bit plastic, and I think that’s more due to video filters, which these days are digital. It’s just meant to clean up his appearance in sort of the same vane as air-brushing of models and actresses.
One other thing that I did notice that you may have caught but not noticed precisely, but I think they augmented the speed at some points. I think they did this to fix his slower speech patterns. This is something that’s relatively easy to do with audio editing by itself, sorta like auto-tuning but more to do with the lingual cadence, but it’s quite a bit harder to cover when you also have video to sync with it.

There is a slight artificial smoothness from below the eyes down to the chin. It is, in Photoshop, called a “smart blur”. The same kind of feature is probably available in video editing.
There is still a little slur in his speech at :22 seconds with the word “burden” and at :32 with “Our current president...”

There are several obvious edits. Each time the camera angle changes is an indication that Biden couldn’t get past that point in the script without an error. Just piece together numerous cuts and you have a coherent message.
The democratic party is designed for the low information voter.
It's also heavily equalized and sound-edited to grab frequencies that emphasize clarity while suppressing the slurry sounds.
So not fake but ... edited and massaged as hell.
