Why does he have ANY say after the court ruling?
We are ruled by the dumbest and most corrupt among us.
Partly because nobody knows what the rules actually are anymore because Wolf or Levine could change them at any moment, and partly because nobody actually knows what the court ruling means since the Wolf/Levine administration is happy to pull business licenses or shut off federal funds on a whim to satisfy a personal petty grudge. This is nearly the worst of all governing scenarios. Luckily, Gov. Wolf is corrupt enough to worry about the business sector in PA rebelling against him. If he was a true believer, it would be really ugly.
