The 25th Amendment Section 4 is not an easy task.
1. The VP and “a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide” (Cabinet?) have to declare to Congress the President is unfit. VP assumes power.
2. The President can contest and declare to Congress that “no inability exists”. He then resumes power.
3. The VP and “a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide” must again declare to Congress the inability of the President within 4 days of #2 above.
4. Should #3 occur, then Congress has 48 hours to convene for that purpose if not in session.
5. Congress has 21 days after #3 to get 2/3rd vote in BOTH houses in order for the President to be removed.
Short answer: Not gonna happen.
