There has to be a pressure differential. Something has to push on what ever is getting vacuumed. Vacuums don’t really suck, just like cold doesn’t flow out of stuff.

A black hole would suck things up quite nicely, but that’s a bit dangerous. And it’s a bother getting things out, once they get in.
