Barr has not standing to do anything is an election that is specifically in the Constitution as being directed by the State Legislator.

Barr stepping into this would be akin to him being involved in a DUI. It’s not his jurisdiction.

Good point except the fraud was coordinated across state lines.

So if any given State officials openly admitted that they tampered with the election, threw out ballots and essentially stole the election for one candidate and that same State’s Attorney General said yes I’m aware of all of it I know it happened but I’m not doing anything about it. What happens?

I would contend this is a civil rights and equal protection issue, well within the DOJ's purview. A better analogy than Barr being involved in a DUI would be if you were pulled over by a cop for having a Trump bumper sticker, charged with DUI with no evidence, denied legal counsel, and locked up and charged excessive bail.

This is a deprivation of rights, and by definition, a federal issue.
