Valid points, to a degree. Yet, as Russia has demonstrated against Ukraine, mercenaries, special forces, contract soldiers, and militias can be used to destabilize a neighbor. And the best counters to such tactics usually require special forces.
Domestic enemies in collusion with foreign entities fits for SpecOps acting in “defense and foreign policy” against “too unconventional forces” as “a civilian advocate”.

The SpecOp community has developed a wonderful mystique that is often divorced from reality. Small, lightly supported forces are easily isolated and destroyed in detail if air support isn't immediately on station or a heavy ground force isn't nearby to bail them out.

That’s exactly what it does. The CIA has a ton of assets in the Special Operations Group (SOG) and the Special Activities Division (SAD). These guys are true snake eaters. D-Boys, Frogs, Green Beanies... the best of the best. They perform renditions, surveillance on HVTs and some even say... assassinations (yikes!).
Think Mission Impossible, only possible... the NOCs (Non-Official Covers).
Having these folks report to SecDef though... Kinda defeats their purpose I think.

LOTS of people have observed how directly Trump injected ECW into a series of significant political/intel roles – as the DS continually tried to fire him (cough::McMaster::cough)
This is a new chain of command for lightning-speed, highly-mobile, unbelievably-highly-skilled military operations units. The fact that ECW is directly involved - probably running it - means that this is a brand new Trump-directed force.
Trump has cut out the Obama-controlled bureaucratic infrastructure of the military – which has largely been sabotaging and countermanding the orders of their Commander in Chief for four years.
