Depends who gives the orders, and what orders are given. What are their objectives? What limits or controls on activity? Where is it deployed, inside or outside the US?

Praetorian Guard? Brownshirts? Any of these ring a bell?

OK, here's a dissenting voice. This move formalizes the role of SpecOps into its own branch of service under a civilian service chief.

SpecOps has been in vogue lately, making the magazine covers and Hollywood movies - far in excess of their actual tactical value - and mixed historic success.

They have a humungous budget, a nearly free hand when it comes to tactics, training, equipment and operational employment but they are still an auxiliary force to supplement and assist the ground-gaining forces in a real war.

Despite the gritty, unshaven Soldier of Fortune image, they can only be used when the enemy is weak, decentralized, and unaware. In the past, they got their butts handed to them when they went beyond their core strengths. See "Panama" and "Grenada" and the "Iran Rescue op", some parts of Afghanistan and Iraq.

Making them bigger, independent and even more heavily funded only takes away from the real combat forces who are already being short-changed and who will be needed in any kind of full-on war.

Dumb idea.

Ezra Cohen-Watnick has long been Trump's inside-inside-inside guy, watching and spying on the Deep State spies inside his Administration.

Trump has moved in into various positions; the establishment has done EVERYTHING in its power to ice him out. Watching this guy and Trump's positioning of him over four years has been fascinating.

He's assumed to be a spook's spook - at one time there were no photos of him on the internet. I first became aware of him by following Thomas Wictor, who was on to ECW from the early days of the Trump Administration

The fact that ECW is the one announcing this particular policy change, and specifically citing JFK's vision, is highly significant to the 17th letter people. But those aren't the only people who find this big.

ANSWER: There is a significant leadership in special operations that are intelligence. And the funny thing about the special operations community, is they do things within the “advanced special operations activities” bucket that would be “intelligence operations” in a more conventional sense.

Why is that important? OVERSIGHT. They call it something different so that their operators are not subjected to the metric shit-ton of regulations normal intelligence operations are regulated by. You see it in policy documents that do the mental gymnastics to get around it.

This is a policy issue that starts with USD(P) and USD(I), the latter just got fired by the way, along with his COS.
