As if DOD is any more reliable than the CIA.

That’s exactly what it does. The CIA has a ton of assets in the Special Operations Group (SOG) and the Special Activities Division (SAD). These guys are true snake eaters. D-Boys, Frogs, Green Beanies... the best of the best. They perform renditions, surveillance on HVTs and some even say... assassinations (yikes!).
Think Mission Impossible, only possible... the NOCs (Non-Official Covers).
Having these folks report to SecDef though... Kinda defeats their purpose I think.
Rumsfeld stated the CIA cannot be trusted and the Pentagon should have it’s own spec ops command away from the spooks.
