When you are awake, you are able to clearly see.

She appeared to me to be crying...hid her face a bit on way in...I’m not much of a lip reader but I made out ‘the problem is...’ toward the end. I’ll make an assumption that she’s concerned because she isn’t privy to the whole plan.

IDK. However, a poll worker is one who works the polls in whatever capacity/assigned job; therefore, like you, I interpret the term as all-encompassing.
