I have expected Biden to have a virtual inauguration since he is incapable of giving a speech without reading from a giant computer screen straight in front of him. He can read with great vigor from such a screen. IMHO, he cannot use a teleprompter with the mind/body coordination required.
Do you have a reference to when Biden actually said that the inauguration would be virtual.
