House session begins at noon et. First order of business is a quorum call. Then election of Spkr. Winning candidate must secure outright majority of entire Hse. Mbrs must be there in person. Hse will likely begin at 432 mbrs. 222 Dems. 210 GOP. 3 vacanies. NY22, LA5 & FL27
The rules of the last Congress expire today.
Therefore, there are no call in votes due to COVID. That’s a rule of the previous House.
Members have to be in attendance to vote for Speaker, and to adopt new rules.
It would be a hoot if not enough Dems showed up, and Kevin McCarthy became the new Speaker.
