From what I read at the link it appears that the list is an all inclusive complete history in that it lists present and former politicians who accepted a CCP subsidized trip or other freebie
and identifies them by whatever elected position (if any) that they held when they made the list.
Additionally, the narrative points out that some on the list continued to 'participate' by accepting subsidized trips or other freebies after leaving office.
IMHO that has the ring of truth because we know that most elected officials are life-long political animals and many remain politically active in various ways even after leaving elected office.
