If my understanding of it is correct, EO 13848 is what would allow the Insurrection Act to be invoked.

If you think about it, turning over the reigns of power to those waiting in the wings, given what we know about them and what they have said they will do, and how they got there (by cheating), would itself be a criminal act and in direct violation of the President's oath of office. Biden et al are the domestic enemies mentioned in that oath.
