There is nothing inherent in the presence of armed troops that strips citizenry of those rights, just like there is nothing inherent in the presence of police that strips anyone of those rights.

But we hand governance over to the armed troops (or the police) we inevitably lose those rights.

There is no indication that this is what will be happening.
