Bottom line is would there ever be 37 or 38 states that would ratify a conservative agenda? If not, then why bother if you can’t get there?

I think a limited agenda, such as a Balanced Budget Amendment, would be ratifiable if enough State Legislatures are conservative enough. Not quite there today but it’s on the horizon.
