I had a neighbor once who would go outside in the courtyard of our apt building and start talking loud on her cell phone. It was usually around 10pm. Another guy who would leave his front door open and talk on his cell phone while leaning on the door frame so everyone could enjoy. Then there are those in the lines at the store who cannot shut up for the few minutes to check out. I have seen signs in stores at the checkouts that say no cell phones so you know it has to be a problem.
