I would guess the USPS union donations (which are almost all to Democrats) and their endorsement of Biden in 2020 might have something to do with this exemption.

I would guess that the mail-in ballots needed for 2022 have a lot more to do with this exemption.

Wrong, both of you are wrong... They are exempt from Executive Orders because they are not under the authority of the Executive Branch. There is no conspiracy or waiver or politics involved, executive orders have never applied to USPS. The OSHA regulation will apply to USPS however, since they are an employer with over 100 employees. So they can refuse the jab, but will then need to submit to recurring testing.
