The card itself is trivial to make.
I think the only issue is if whatever entity that requires the vax wants to see if you’re actually in the state database.
So no problem getting into some game or concert or restaurant by flashing your card.
Maybe an issue for an employment background check or similar.
I’m going to print up a batch of business cards that say:

I think that these cards are much ado about nuttin. If you’ll recall your training film (Invasion of the Body Snatchers) just keep a blank expression when dealing with with the infected, speak in low tones and you’ll probably get by OK.

The story doesn’t imply the player is vaccinated and wants a fake card, too.
I’m glad you made that distinction, but if he’s not vaccinated, then we have a bigger problem, how are 100 men in close contact fine?
