Yes, except that the mentally diseased do not outline strategy to like-influence others, let alone children.
Rather than mental disorder, I would assert that the proper action is no different than for any other rabid animal.
It is the humane thing to do, second only to protecting our children from the disease for which - for most - there is no cure.
