Uh, Senator Warren ordered Musk to sell shares so he could pay tax. He very publicly did exactly what she told him to do. Moreover, that the sale was like to happen was public knowledge - she announced it, and so any trader watching the news could have taken the opportunity to get ahead of Musk and sell. That they were damaged by not acting on pubic information is their fault not either of the Musks.
