Please tell me the Russians aren’t using the BaoFeng UV-82HP radio, you can still get one on Ebay with 1-day delivery.

If the Russians are indeed using unencrypted HF comms, I wonder if you understood Russian, could you use one of the many SDRs on the web all over the world, tune and see if you could find Russian military comms.

BaoFeng (as well as some others) also has a line of digital mobile radios that can be set up to use encryption as well as repeaters, which would have been a better choice on the cheap.
