Citizenship is not the same as being a natural born citizen as evidenced by the words of Article II.

My father fought this issue all the time, including for those of us who had to get security clearances.
He had a top clearance himself but every time we had to apply, he could only write on his own behalf (never mind that he himself had the best clearance), that he was born in Newfoundland but came into the US at age 2, back with his American parents. There was nothing to show except to say he was given the choice of (Canadian) or US citizenship when he reached maturity.
