WAITING to turn left? She WAS TURNING left according to the video. Why on earth wasn’t the kid arrested at the scene instead of two weeks later?

No, not money that way; but if arrested and hospitalized, then the police, i.e. public, is legally responsible for all the bills from minute-1, including transport.
Usual practice is to wait on arresting until discharge, or at least until ambulatory & no more major expenses are likely to be wracked up.
