Been 10 years since I lived in FL but the way I heard it, FL law says cops can cross county lines only when in hot pursuit. Don't know if that was the case. Probably not if the guy was already pumping gas.

I do know that FL cops are very pro-active. They really get off on the adrenaline rush.
