It was the early days of the government deciding which truths we are allowed to know or share.

That ‘truth’ was suppressed because the CDC/NIH wanted the general population to feel at risk enhancing their chances for funding. If it was felt it was a disease affecting only gays/drug users, then the general population would not be as supportive of increased funding.
