I haven’t followed that closely, but my understanding is it applies to federal law-enforcement, but he hinted it should be Implemented by state/local police as well. Interestingly, many state and local police have had body cams for years now and after all this time in office, something BLM Has said was critical even before Floyd OD it took him almost 2 years to do.
