It doesn't matter that the overall ratings are low - they aired it with an agenda and to get this permeating through the culture. 11 million views seeing it live is substantial, not to mention all of the clips produced to use in other news broadcasts seen by a lot more people.

Definitely not. The propaganda media will quote dishonest clips from the hearing and frame of them to sound even worse than the originally doctored clip. That is what the low information voters will hear. The left does not care how many people watch live.
