Did he have an accomplice?
The “before” photo shows his watch is on his right hand. It’s not a mirror photo; the “after” photo shows no watch on his left hand. The position of his belt buckle confirms.
So who took the “before” photo?

In this situation, shooter was already at step 4. By returning fire, which shooter didn’t expect, he put the shooter back at step 2. Shooter probably had to pause to re-orient, giving control of the situation to the hero. /FIN
Nope, he took the photo of himself. See the wires and the blue lighting? In the after pic, I believe his arm with the watch is under his body or else he took it off before leaving the RR to start shooting people..
This guy came well prepared to make a show for the audience.
He probably propped the phone on something and set a timer on the camera.
This seems to happen often with phone/camera images and/or their posting on the web.
For instance, look at the various images of the 4th of July parade shooter. Facial tattoos jump frome one side of his face to the other.
